Another BS thread title.

It's taxing charitable deductions. That said, it would possibly reduce contributions to these type of organizations.

Can someone explain this to me, I don't get it. What is it that will be taxed?

Trauma, this is basically the gist:

To demand a tax on donations to soup kitchens and other charities that help people desperately in need. The President's proposal will impact approximately 40% of all the tax deductible contributions, and essentially penalize soup kitchens, hospitals, and churches that provide essential services to those who need them most. It’s no wonder this tax hike has been rejected on both sides of the aisle.

What that means is that certain charitable donations that were once not taxed will now be taxed.

Donations of money to charities are tax deductible (on income tax) up to a limit. This is talk of removing that deduction. Many people donate because it lowers their overall income total that will be taxed.

The incentive to donate diminishes according to the amount extorted.
