Count me among the 11.8 quadrillion. In order to abandon potential prosecution the state asserts that the potential defendant is dead and has offered proof to that effect. Rather than 'bullshit' it is accepted procedure. The dead man has been dead for some time and had been in a house hold freezer unit awaiting the needed dog wagging moment.
When it was determined that the current White House squatter needed a decorated cod piece they thawed the dead man out, put a bullet in his dead head and did a photo op.
