Medieval Irish on West Coast before Spaniards?

The following is from a Ventura news paper:
"The artifact is a large rock with odd markings scratched upon it's surface. The rock is a hard material so any marking must of been made with metal tools, and done not as an idle gesture but for some purpose. Who made these carvings? When it was first found in the early 1970's archeaologist speculated it might be a Native American Stone Calendar stone of some sort.... others held that the mystery stone must of had something to do with the Old Mission as it was found close to Mission San Buenaventura.

The most radical theory was put forth in the 1980's by a couple visiting from West Virginia. They came away convinced that the markings were a form of writing called Ogam, used by the old Irish. Exampled of these messages are found in Europe and the East Coast of the US. "
Those who studied Ogam have examined the stone and believe it reads "This is the western boundary".

The Vikings, Chinese, possibly the Knights Templar - all here before Columbus. Not to mention the American Indians.

Who, actually, may all be from different places.
