Here is the position paper from both the American Academy of Clinical Toxicologists and the American College of Medical Toxicologists. Essentially it is HIGLY unlikely that any of this is happening.
In the paper, for transdermal exposure, a person would need to cover their palms in fentanyl patches for 14 minutes to have 100mcg of fentanyl. Even given IV this is not enough to kill most people, even if opioid naive. A person would have to stand for 200 minutes not wearing any respiratory gear in facility where fentanyl was produced to have reach a dose of 100mcg of fentanyl.
