When defense holds offense players down in the final seconds of the game to run out the clock, is it a penalty or just normal rough housing. I can see fans going bonkers over this dilemma.

Seems to me there is an attempt to tiptoe around violence in a violent sport. Being selective in enforcement seems more like a way to steer the outcome.
