Buffalo PsyOp to Chicago?

Buffalo makes C.J. Spiller a top 10 running back (last year before ankle injury) into a kick returner.

Does this mean he's healthy? ... I think so...
Spiller is also listed as the starter at running back, but the Bills’ willingness to use him as a returner suggests that Fred Jackson will continue to see a heavy workload while Anthony Dixon and Bryce Brown could also find their way into the mix.

Fans are not happy:
Marrone just doesn’t get it. Spiller is the best broken field rusher in the league but he continues to try and run him up the middle (Fred Jacksons territory) and now he wants to risk him as a kick returner, and he wonders why he never won more than 7 games a year at Syracuse….
