What is the point of researchers promoting the vulnerability unless they are sticking it to the man in charge?

The compiler. :)

I suppose it is the designer of the language.

I'm lucky that I seemed to be born to write programs. Design and logic, working within what you are given in the language.

What you may be referring to is a Language Reference guide.

It would describe the data types, operators, control structures, etc.

Then there is the Function reference that details the functions built into the language.
