More like the leadership. Do they think they could commit a large attack and not end up with major retaliation and removal as the leaders.
I suppose they could hope Mr Kim goes away soon.

The whole mind control thing of the country needs to end. Not necessarily leadership. If replaced, it would be the same song and dance.
