I seen those things oscillate. I wonder if they are trying to address a passenger's concern.

If from a Passenger, they don't care. looks like there should be trim in place. Probably in a field some where.

So, is there a standard for tape applied to the outside of an aircraft? I give it a high probability, but just a guess. I mean, what level of "in need of repair" is allowed to fly?

Looking for that type of tape on a Google image search.

Red marking make it look to be tape from 3M. But cannot find the same pattern.
